Virizion, Terrakion, dan Cobalion termasuk dalam kelompok Pokémon yang disebut Pedang Keadilan, yang berkeliling dunia untuk melindungi orang dan Pokémon yang membutuhkan bantuan. Keldeo sedang dalam pelatihan untuk menjadi anggota Swords of Justice. Tantangan terakhirnya sebelum dia bisa menjadi bagian dari grup adalah melawan Kyurem, Pokémon tipe Naga yang kuat dengan kemampuan menggunakan kekuatan Reshiram dan Zekrom yang tinggal di tambang yang ditinggalkan. Namun, Pedang Keadilan tidak percaya bahwa Keldeo sudah siap.
